The sticker price is the smallest lie a car tells you. Across Europe’s capitals, the gap between what a car costs to buy and what it costs to own has never been wider — fuel above €2 a litre in Germany and the Netherlands, city access charges in London and Paris, and parking that can outcost the car loan. We compared the five European cities in our index, plus Istanbul, on total ownership.

Three Patterns Worth Noticing
1. Access charges are the new fuel tax
London’s Congestion Charge plus ULEZ can exceed £300 a month for a daily commuter in a non-compliant car — more than the fuel bill. Paris achieves similar behaviour-shaping through parking design and Crit’Air rules. The trend is one-directional: every city in this table has tightened access rules since 2024, none has loosened them.
2. The purchase price tells you little
Istanbul has the most expensive cars relative to income (thanks to the ÖTV tax — full explanation here) yet among the cheapest running costs. The Netherlands flips it: moderate purchase prices, brutal running costs. Comparing cities on sticker price alone gets the ranking wrong.
3. The EV maths now favour heavy drivers everywhere
With petrol at €1.92–2.20 across Western Europe and home charging at a fraction of that per kilometre, electric cars pay back their premium fastest for high-mileage drivers — and they dodge the access charges (free of London’s ULEZ concerns, exempt from France’s malus, BPM-free in the Netherlands).
